It can, but in the Hill Country it usually is not worth doing. Evaporative cooling adds moisture to the air, and running it alongside refrigerated air conditioning means one system is fighting the other for most of our cooling season.

The Conflict Between the Two

An air conditioner cools by removing heat and moisture. Roughly a third of what it accomplishes on a humid day is dehumidification, and that is what makes a room feel comfortable rather than merely cool.

An evaporative cooler cools by adding moisture. That is its entire mechanism.

Run both into the same conditioned space and the air conditioner spends capacity removing humidity the swamp cooler just introduced. You get a higher electric bill and a house that feels damp.

There is also a mechanical consequence: an evaporative cooler requires open windows or a dedicated exhaust to push its air out. Running an air conditioner with open windows is straightforwardly wasteful.

Where a Combination Does Work

There are legitimate configurations, and they share one feature — the two systems serve different spaces or different times.

Separate spaces. An evaporative cooler in a detached shop, barn, or equipment bay while the house runs refrigerated air conditioning. The air never mixes, so there is no conflict.

Covered outdoor areas. Patios and work areas that were never going to be conditioned. This is where evaporative cooling genuinely shines, because you are cooling a space with unlimited air exchange.

Seasonal alternation. Some homeowners in drier parts of the Hill Country use an evaporative cooler during the low-humidity stretches of late spring, then switch entirely to refrigerated air when Gulf moisture arrives. That works, but it means running one or the other, not both.

Why Our Climate Makes This Hard

Evaporative cooling capacity depends on how much moisture the air can still absorb. Dry air absorbs a great deal and cools substantially. Humid air absorbs little.

Central Texas is genuinely marginal for the technology. In late spring, before humidity climbs, it works reasonably. In July and August, when you most need cooling, performance falls off sharply — and the added moisture makes indoor air feel clammy at any temperature.

That is why we do not recommend it as a supplement to home air conditioning here, even though it works well in West Texas and the desert Southwest.

What Actually Lowers Cooling Costs

If the goal behind this question is a lower summer bill, there are more effective levers.

Duct sealing is usually first. Supply ducts leaking into a 140 degree attic waste cooling you already paid for, and returns under negative pressure pull that superheated air back into the system. Sealing them frequently produces a larger, more reliable improvement than any add-on cooling equipment.

Insulation reduces the heat load your system is fighting. Attic fans and improved ventilation lower attic temperature, which helps both the ceiling load and duct losses.

And a whole house fan does what people often hope a swamp cooler will do — flush heat out of the house on cool evenings for almost no operating cost. In the Hill Country, where temperatures drop sharply after sunset in spring and fall, that is genuinely useful and it does not add humidity.

For a Shop or Outbuilding

If the space you want to cool is a shop, garage, or casita, a ductless mini split is usually the better answer than evaporative cooling.

It dehumidifies rather than humidifies, it works in August, it heats in winter, and inverter-driven units are efficient enough that the operating cost advantage of evaporative cooling largely disappears.
